The Failure of the 28-Point Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the introduction of a new comprehensive peace framework for achieving ceasefire appeared – momentarily – to have been stabilised. A American diplomat spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its retaliation: an extensive attack of aerial bombardment on Kyiv.

The Rhythm of Peace Talks and Military Action

The sequence of contrasting events captured the harsh reality of the recent timeframe. By day, negotiation efforts are fought: positive announcements are delivered from different nations. Significant resources is allocated on containing specific proposals. By night, Russian leadership brutally reminds the world that, for them, war remains the key method for achieving "peace".

Nocturnal Warfare

As the offensive unfolded into the early hours of Tuesday, the present situation of Ukraine's defenselessness was revealed. Ukraine is able to track rocket firings from across the border, a capability enabled by up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been scrambled to intercept incoming guided weapons streaked across the sky – advanced fighter aircraft supplied to Ukraine by Western partners.

Shortly after, Kyiv's air-defence systems activated: several firings deployed against a Russian ballistic missile. This was a sophisticated defense system at work, most likely provided by partner states. Every deployment jolts you unexpectedly, causing tremors. The brief panic quickly transforms into grim resignation: perhaps the approaching threat won't strike its target this time, preventing destruction from ruin and further power outages.

Ongoing Risks

Not long after, a large-caliber weapon fired at a unmanned aircraft close by, part of a rapid response unit – almost certainly allied-provided weaponry. Regrettably, the bullets missed the hostile drone – it continued its flight toward its target.

Intermittently, this continued until dawn. Kyiv faced the early updates: seven people killed, destruction and heating outages in multiple buildings as a result of the nocturnal offensive. As always, everyone still continued their routines – experiencing conflict. But those full day demonstrated Ukraine's essential dependence on international aid – a reliance that neighboring countries are evidently unprepared to substitute in the immediate future.

Failed Diplomacy

The comprehensive proposal from American leadership generated strong feelings, controversy and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and international summits.

Every new initiative from Washington adheres to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with other European capitals, manages to fend off. They manage the tension but never actually secure success. This cycle will, undoubtedly, endure.

Tactical Assessments

It is tempting to accuse specific actors of repeatedly advocating Russian terms. But that does not seem to be the whole story. Washington operates on a assumption well known to experienced diplomats: you cannot achieve through diplomacy what you have been unable to protect through force. The US administration believes that it is unfeasible to force Russia to relinquish the land that it already controls in Ukraine's occupied territories.

The challenge is that while accepting these circumstances, US leadership does minimal to deter Moscow, through words or deeds, from thinking that the status quo will not shift further in its favour in the months ahead.

Divergent Views

Therefore, the Kremlin is convinced that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their motivation to agree to terms that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will carry on as long as Russia's leadership remains supremely confident in the outcome.

On the contrary, Kyiv believes that Ukraine can still hold out, progressively conceding civilians and areas but averting a total frontline collapse until circumstances change in its benefit.

Existing Situation

Objectively, there are no real preconditions for a ceasefire. Now, individual motivations are becoming relevant: political desires to mediate resolution and secure international recognition, and Ukrainian leadership's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the national cause against any initiative Kyiv finds unacceptable, so that their focus does not move to homefront challenges. And although their task will now be much harder after current events, it remains very improbable that this will modify their basic position.

These conflicting dynamics are guiding negotiations.

Summary and Prospects

It took a only one week to terminate the 28 points of the most recent proposal. Assertive and inconsistent approach of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with calming attempts of diplomats, and finally, latest revelations, all did their job.

While new plans based on established approaches are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to modify developments, if they maintain solidarity and strengthen their defence capabilities at a much faster pace. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, largely rely on continued Western support.
